My secretary does a good job, but I'm afraid there's still an attitude around the office here that more "professional development" = being expected to do more work. When, as in this economy, doing more work doesn't necessarily = higher pay, administrative staff are reluctant to go beyond already-defined roles. So, the traditional flowers/card/etc. is still the default here. I work in the (unionized) public sector.
